Mr. Sood is a professional engineer with over 20 years of environmental consulting experience with specific expertise in environmental permitting and emission control. He is noted for negotiating regulatory requirements and implementing cost-effective solutions. Clients have included commercial and governmental organizations including the U.S. Departments of Defense and Energy, City and County of Los Angeles, landfills, airlines, refineries and pipeline operations, hospitals, research institutions, law firms, property developers, public works facilities, aerospace/ electronic facilities, chemical manufacturing plants, cogeneration facilities, metal fabricators, and manufacturers of medical, glass, aluminum, paper, and paint products.

Mr. Ricarte is an environmental scientist with over 30 years of environmental compliance experience, with specific expertise in environmental permitting, regulatory compliance and negotiation, compliance strategies, and business planning support.  Mr. Ricarte has assisted industrial facilities including solvent recyclers, petroleum product recovery operations, automobile recyclers, tire recyclers, waste paint blending operations, and electronic component manufacturers.

David Waymire, CPP

Associate (Meteorologist)

Mr. Waymire is an air quality scientist with over 25 years of specialized expertise in air quality modeling and impact analysis, global and regional atmospheric change and climatic studies, risk management, and air quality permitting.  His experience includes application, development, and interpretation of meteorological models; evaluation of global warming issues for the air transportation industry; health risk assessments for over 30 industrial facilities including some of the largest facilities considered under California’s AB2588 Air Toxics program; air quality impact assessments for environmental impact reports; and, risk management modeling of accidental releases.

Neeraj Chaudhary


Neeraj Chaudhary started as a Professional Services Consultant and Product Manager for top CRM company Siebel Systems in the 1990s. After a few years as an independent consultant – including a stint leading the CRM team at AIG SunAmerica – he changed careers and became a Financial Advisor, building a $50+ million book of business in just six years. He joined EP Consultants in 2017 to assist in the areas of business development and project management.

Greg Early


Greg Early is a Construction Safety Manager with experience in commercial construction.  Responsible for management of all health and safety related efforts on jobsites including oversight, training and equipping up to 25 Construction Superintendents and support labor for a tenant improvement contractor.  Trained as an Environmental Construction Superintendent with more than 15 years of experience as a leader in the safe implementation of government and commercial environmental construction and remediation projects.  A hard working practical problem solver with a wide variety of experience who has been recognized for quality work and safety performance.

Palak Chopra

Special Advisor

Palak Chopra obtained his bachelor’s degree in business economics from the University of California at Riverside and his juris doctoret from Western State University College of Law.

He worked as a marketing representative for Sysco in the Washington D.C. area and then as a trial attorney for 11 years.  Palak has tried over 100 cases during his legal career, and specialized in landlord-tenant, business litigation, corporate formation, and contract drafting.

In 2012 Palak became the vice president of Sunset Hospice Care in Pasadena.  In 2014 Palak became the vice president of Holistic Care Hospice in Corona.  A year later Palak became a Certified Hospice Administrator and was also named the Administrator of Holistic Care Hospice.  In 2016 Palak was named as the President of Holistic Care Hospice.

Palak has also been active in volunteering, and is a senior volunteer with RLoveSeniors.org an organization dedicated to helping seniors in Southern California, especially low income seniors in need of housing and support.

Costello & Assoc., Inc., an engineering consulting firm conducting business in the U.S., Mexico, Asia & Europe. Frank Kearney has over 35 years’ experience in ammonia plants, petroleum refining, and petrochemical industries, assuming a variety of roles in engineering and project management. Extensive experience preparing P & IDs and process engineering.
